There are no restrictions on email addresses. You can register multiple accounts but to collect and vote on more than one account. You will need to use emulators or multiple different devices.
MNET PLUS is mainly used for Mcountdown pre-voting and Live voting. You can also watch the live broadcast there. They have the app but also a website Mnet Plus World.
The only registration method is through email. There's a limit to the number of accounts you can make in a short period. So it's better to register all your accounts before the comeback.
MUBEAT is mainly used for Music Bank and Music Core voting and for other polls offering rewards and promotion.
